Though hundreds of condemnations have been made before, this fatwa is by far the boldest step yet: this fatwa is not merely an affirmation of Islam’s orthodox position concerning peace, but it is a resolute theological position, based on Islam’s primary sources, on the necessity of eliminating terrorism. The Shaykh delineates his research explaining that suicidal terrorism is not just haram, (forbidden) by Islam, but is an express act of kufr (disbelief ). The Shaykh thereby excommunicates those who justify the indiscriminate killing of non-combatants be they Muslim or not. This fatwa goes further by omitting ‘ifs and buts’- as added by some contemporary thinkers on the subject, which usually creates leeway for terrorists to justify their criminal actions.
