Shaykh-ul-Islam said that it is wrong to consider the concept of holding of hands necessary at the time of taking allegiance is as per the teachings of spiritualism. Everything and every step in spiritualism is meant for Allah Almighty. Allegiance, he added, is a covenant between Allah and His subject. It is not mandatory to hold hands to mark allegiance. It is one of the customs, which has been followed but there is no definitive way of doings prescribed in the Islamic legal system.
Dr Muhammad Tahir-ul-Qadri said that there was a culture of pledging allegiance at the hand of someone in the days of holy Companions, which is proven by Allegiance of Rizwan mentioned in the Holy Quran. The Holy Prophet (SAW) and the Companions took allegiance from people in different seven/eight forms. Not every allegiance of them was meant to become a disciple. Rather it was a covenant and if one holds the hands of other for this, there is no problem with this method as well. But if one does not do that and does not hold the hands, it would not be wrong either. A person who does not do so can also become a disciple and a Shaykh. No uniform mandatory method has been prescribed in this regard.

At the U.S.-Islamic World Forum in Washington D.C., which was jointly organized by the Brookings Institution, the Qatar Government and the OIC, Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri met with the Secretary General of the Organisation of Islamic Conference (OIC), Prof Ekmeleddin Ihsanoglu. They spoke about various issues of mutual interest and exchanged views on a host of issues.

The discussion focused on the recently authored Fatwa on Terrorism and Suicide Bombings and ways of combating terrorism in the Muslim world. Prof Ihsanoglu highly appreciated the scholarly work and was impressed by the quality of content. He said that he is looking forward to reading the complete book. The OIC Director General Ambassador Hemayet Uddin was also present in the meeting. Both leaders were very pleased to meet Shaykh-ul-Islam. Mr Hasan Mohi-ud-Din Qadri was also present.

Shaykh-ul-Islam also met with the Foreign Minister of Qatar, Ahmad Bin Abdullah Al-Mahmoud and presented him a copy of the Fatwa on Terrorism and Suicide Bombings who highly appreciated the great work. Senior Advisor to the Turkish Prime Minister, Prof Ibrahim Kalin also met Dr Qadri who was fully aware of his book against terrorism and was highly appreciative of the magnum opus on the subject of terrorism.

U.S. President Obama’s Special Envoy to the OIC, Mr Rashad Hussain also called on Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri during the conference and spoke about the historic Fatwa on Terrorism and Suicide Bombings. He said that they have received this book at the Whitehouse and were well aware of this great work. Mr Hussain discussed issues of mutual interest with Shaykh-ul-Islam. Mr Hasan Mohi-ud-Din Qadri and Shahid Mursaleen were also present in the meetings.

The Vice President of Brookings Institution, Dr Martin Indyk, was pleased to meet Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri who spoke highly of the great work condemning terrorism. A signed copy of his Fatwa book was presented to Mr Indyk. Mr Stephen Grand and other senior think-tank representatives also held a meeting with Dr Qadri and exchanged view of mutual interest.

Dr Qadri attended five different closed-door sessions and spoke on issues including the treatment of minorities, integration and identity, the impact of media and politics and security and counter-terrorism. The fourth session focused on the discussion around the historic fatwa on terrorism by Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri.

These sessions will help form future policy vis-à-vis terrorism and would offer recommendations to the think-tanks and the Government officials on handling various problems faced by the western and Islamic world.
Dr Qadri’s participation at the 3-day U.S.-World Islamic Forum was highly successful, which will help tackle terrorism from an ideological and intellectual perspective and also tackle anti-Islam views. Dr Qadri presented various core arguments on how to grapple with issues of minority rights, clarified issues of blasphemy laws and presented solutions to take on Islamophobia. He also presented ways of promoting integration in the west.

At the gala dinner Shahid Mursaleen (spokesman of Minhaj-ul-Quran) who was present at the conference met with Secretary of State Hilary Clinton and presented a copy of the book Fatwa on Terrorism and Suicide Bombings to her. He briefed Secretary Clinton about the key features of the book and that it is the most comprehensive condemnation of terrorism to date from any Muslim leader. He said that this book will help in the fight against global terrorism. She highly appreciated the work and promised to read it.

Shahid Mursaleen also presented the book to Mrs Madeleine Albright (Former U.S. Secretary of State), Senator John Kerry (Chairman of Foreign Relations Committee), Senator John McCain (Former U.S. presidential candidate), Fareed Zakaria of CNN, Riz Khan of Al-Jazeera and Mrs Margaret Warner of PBS NewsHour.
The event was attended by around 300 participants from around 30 countries. Shahid Mursaleen, Dr Mansoor Mian and Sharjeel Ahsan attended the conference from MQI’s side in addition to Shaykh-ul-Islam and Sahibzada Hassan Mohi-ud-Din Qadri.

A Call for Change in the System by Shaykh-ul-Islam Dr.Tahir-ul-Qadri
Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri has directed the workers of Minhaj-ul-Quran International and Pakistan Awami Tehreek to launch mass contact campaign to bring about change in the system and make ten million people members of MQI. He said that the present system, which has been geared to protect the interests of the 3% of the elite to the detriment of 97% people, is exploitative, anti-democratic and anti-people. The workers, he said in the same context, need to step in the arena to create awareness among the masses against the cruel system.
Regretting that Pakistan’s political system is monopolized by a handful of families, he said that people are caught up in a vicious dynastic cycle. The current electoral system, he added, does not give any space to competent, honest and educated people and it must, therefore, be said good-bye. He said that the workers would have to work very hard to put these facts before the people. The present system gives space to the dishonest leadership leading them to say that they have got together to protect the system, which means protecting their vested interests. He categorically stated that the system for which political leaders across party divide have vowed to save is the enemy of people and the country. The nation should get united against this corrupt and exploitative system to regain their voice as an agent of real change.
Dr Muhammad Tahir-ul-Qadri said that the workers of PAT and MQI would go to the door-steps of people to make them realize of the gravity of situation and achieve the target of making ten million people members of this grand campaign. Educating people about the current state of affairs is the first responsibility of the workers.
Shaykh-ul-Islam Dr Muhammad Tahir-ul-Qadri expressed these views while delivering a speech from Canada to the thousands of workers and office bearers of MQI and PAT at a prestigious Workers’ Convention at Jamia al-Minhaj the other day. Dr Raheeq Ahmad Abbasi, Secretary General of MQI, Sheikh Zahid Fayyaz, G.M. Malik, Ahmad Nawaz Anjum, and other central leaders were also present on the occasion.
Dr Muhammad Tahir-ul-Qadri said that dubbing the present pro-elite arrangement as democratic system is the humiliation of democracy and violation of representative rule. Both so-called religious parties and secular political forces are part of the system and hence on the same page to keep the political status quo intact for their parochial benefit. He clearly stated that MQI and PAT stood for elimination of system which the elite has established to protect their interests and not the Constitution and state structure.
He regretted that religious and political parties have said a final adieu to the culture of manifesto. Today abusing each other on TV has become another manifesto in the country. He said that political parties talk of public issues and manifesto throughout the world to seek people’s mandate but in Pakistan, the entire focus remains on the winning horses, which is the major impediment in the way of emergence of popular leadership. With people’s struggle against the corrupt system, Pakistan would get out of its current woes and be on the path of progress and prosperity.
Dr Muhammad Tahir-ul-Qadri said that the nation has been divided into various sectarian, ethnic and linguistic divisions under the policy of ‘divide and rule’ so that the elite could have its firm grip on power. He stated the slogans invoking democracy and religion are raised to fetch votes only. The country’s institutions are being destroyed one after the other as is reflected from the dissolution of the Higher Education Commission (HEC). He asked the people to stand up against the government’s decision to disband the HEC as it was a matter of collective interest.
Dr Tahir-ul-Qadri instructed the workers to educate people about the ill-effects of the political system currently in vogue in the country, which has made it impossible for people to determine their own future. He said that the Parliament has failed to rise up to the expectations of people and resolve their problems. “It is nothing more than a debating forum. It is people’s chief responsibility to bring about change in the system. The workers of PAT and MQI are working tirelessly for the promotion of peace, interfaith dialogue and harmony in the world,” he concluded.

شیخ الاسلام ڈاکٹر محمد طاہر القادری نے کہا ہے کہ کارکن نظام کی تبدیلی کیلئے عوام رابطہ مہم کا آغاز کریں اور ایک کروڑ افراد کو ممبر بنانے کے ہدف کو حاصل کرنے کیلئے فیلڈ میں اتر جائیں۔ انہوں نے کہا کہ موجودہ ظالمانہ، استحصالی نظام، ملک، عوام اور جمہوریت کا دشمن ہے۔ یہ 3فی صد اشرافیہ کے حقوق کو تحفظ دیتا ہے اور 97فی صد عوام کا کھلا دشمن ہے اسلیئے ورکرز نظام کے خلاف شعور بیدار کرنے کیلئے میدان عمل میں نکل آئیں۔ آج بھی پاکستان کی سیاست پر مخصوص خاندان قابض ہیں اور عوام موروثی سیاست کے شکنجے میں جکڑی ہوئی ہے۔ موجودہ انتخابی نظام میں شرفاء، باکردار، ایمان دار اور با صلاحیت لوگوں کیلئے جگہ نہیں ہے اسلیئے اس نظام کو سمندر برد کرنا ہو گا اور عوام کے سامنے حقائق لانے پر کارکنوں کو محنت کرنا ہو گی۔ موجودہ نظام میں نا اہل لیڈروں کی بقا ہے اس لئے نام نہاد قیادتیں کہتی ہیں کہ ہم نظام کو بچانے کیلئے اکھٹے ہیں۔ وہ جس نظام کو بچانے کیلئے متفق ہیں وہ ملک اور قوم کا دشمن ہے۔ لہذا قوم کو اس نظام کے خلاف متحد ہونا ہو گا۔ انہوں نے کہا کہ تحریک منہاج القرآن اور پاکستان عوامی تحریک کے کارکن نظام کی تبدیلی کیلئے عوام کے دروازوں پر جائیں اور ایک کروڑ ممبر بنانے کا ہدف ایک سال میں پورا کریں۔ موجودہ نظام کے خلاف عوام کو حقائق بتانا ورکرز کی پہلی ذمہ داری ہے۔ وہ گذشتہ روز جامع المنہاج ٹاؤن شپ میں ہونے والے ورکرز کنونشن جسمیں ملک بھر سے ہزاروں عہدیداران اور کارکن موجود تھے، سے کینیڈا سے ویڈیو کانفرنس کے ذریعے خطاب کر رہے تھے۔ اس موقع پر ناظم اعلیٰ ڈاکٹر رحیق احمد عباسی، سینئر نائب ناظم اعلیٰ شیخ زاہد فیاض، جی ایم ملک، احمد نواز انجم اور دیگر مرکزی، صوبائی اور ضلعی قائدین موجود تھے۔
ڈاکٹر طاہر القادری نے کہا کہ موجودہ نظام کو نظام کہنا بھی جمہوریت کی توہین ہے۔ اسلام کا نام لینے والی جماعتیں ہوں یا سیکولر سیاسی جماعتیں دونوں موجودہ نظام کا حصہ ہیں۔ انہوں نے کہا کہ یہ بات واضح کر دوں کہ ہم آئین اور ریاستی ڈھانچے کو بدلنے کی بات نہیں کرتے بلکہ اس نظام کو بدلنا چاہتے ہیں جو سیاسی پارٹیوں اور مفاد پرست طبقہ نے اپنے مفادات کے تحفظ کیلئے قائم کر رکھا ہے۔ سیاسی و مذہبی پارٹیوں نے منشور کے تکلف کو بھی ختم کر دیا ہے۔ آج ایک دوسرے کو گالی دینے کا نام منشور ہے۔ دنیا بھر کے جمہوری ملکوں میں مختلف ایشوز پر پارٹیوں کے موقف ہوتے ہیں اور وہاں منشور پر ووٹ دیا جاتا ہے مگر پاکستان میں وننگ ہارسز کا مکروہ کھیل ہے جو عوام میں سے قیادت لانے کے راستے کی سب سے بڑی رکاوٹ ہے۔ اس لئے عوام دشمن نظام کو بدلنے سے ہی ملک مسائل کی گرداب سے نکلے گا۔
ڈاکٹر طاہر القادری نے کہا کہ سازش کے تحت قوم کو لسانی و مذہبی اور علاقائی گروہوں میں تقسیم کر دیا گیا ہے تاکہ مقتدر طبقہ کی سیاست پر اجارہ داری قائم رہے۔ اسلام جمہوریت اور عوام کے فقط نعرے لگائے جاتے ہیں مقصد اقتدار پر براجمان رہنے کے سوا کچھ نہیں ہے۔ انہوں نے کہاکہ مقتدر طبقے کی ترجیحات میں نہ ملک ہے نہ عوام اور نہ ہی کوئی ایسا ادارہ جو ملک کی نیک نامی کا باعث ہے۔ آج HEC کو تحلیل کر کے اس کا بیڑہ غرق کرنے کا پروگرام بنا لیا گیا ہے اسلیئے کہ مقتدر طبقے کو نظر آرہا ہے کہ آنے والے وقت میں یہ ادارہ ان کی اولادوں کی اعلیٰ تعلیم کی راہ کا پتھر بن سکتا ہے۔ عوام اس تعلیم دشمن فیصلے کی راہ میں سیسہ پلائی دیوار بن جائیں تاکہ ملکی وقار کی علامت بننے والا ادارہ بچ جائے۔ ڈاکٹر طاہر القادری نے کہا کہ کارکنوں کی پہلی ذمہ داری ہے کہ عوام الناس کے اندر موجودہ نظام کی خرابیوں کو واضح کریں جس نے عشروں سے ملکی سیاست کو عوام کیلئے ناسور بنا رکھا ہے۔ پارلیمنٹ نے آج تک عوامی مسائل کے حل کیلئے ایک ترمیم نہیں کی جبکہ اراکین پارلیمنٹ، وزراء اور امراء کیلئے آئے روز ترامیم کی جا رہی ہیں۔ ڈاکٹر طاہر القادری نے کہا کہ انقلاب لیڈر نہیں عوام لاتے ہیں۔ عوام کی ذمہ داری ہے کہ موجودہ نظام کو بچانے والے لیڈروں اور نظام دونوں کو ٹھکرا دیں۔ ڈاکٹر طاہر القادری نے کہاکہ تحریک منہاج القرآن کے کارکن پوری دنیا میں امن، سلامتی اور محبت کے رویے پھیلا رہے ہیں۔ دہشت گردی کے خلاف عملی جہا د یہ ہے کہ اسلام کے پیغام امن کو عام کر دیا جائے۔ تحریک منہاج القرآن کے کارکنوں کا اسلحہ اخلاص، علم اور محبت ہے۔ دنیاسے نفرت اور انتہا پسندی کے خاتمہ کیلئے اسلام کے آفاقی پیغام محبت کو پھیلانا تحریک کے عہدیداران اور کارکنوں کا مشن ہے۔ اس حوالے سے کارکن اپنی ذمہ داریوں کی بجا آوری کو اپنی پہلی ترجیح بنائیں۔
